West Bengal: ‘Duare Ration’ Scheme

 

  • The Government of West Bengal has started the ‘Duare Ration’ (Ration at the doorstep) scheme to provide food grains to the entire population of the state under the ‘Public Distribution System’ (PDS).
  • A mobile application – ‘Khadya Saathi: Amar Ration Mobile App’ was also launched to help people apply for ration cards.
  • Under the scheme, dealers will deliver ration to the homes of the beneficiaries.
  • There are about 21000 ration dealers in the state and the government will provide a subsidy of Rs 1 lakh to each dealer to buy a delivery vehicle.
  • Ration dealers will also be allowed to recruit two assistants, 50 per cent of whose salary will be paid by the state.
  • Each vehicle will be parked at a convenient location in the neighborhood so that residents do not need to walk more than 500 meters to get ration.
  • It is expected to benefit about 10 crore people of the state.

Public distribution system

  • It is a system managed by the government to provide food, grains and other essential commodities to the poor sections of the society in India.
  • The system is managed by the Ministry of Consumer Affairs, Food and Public Distribution.
  • The state and central governments work to provide food grains and other essential commodities at affordable prices to the communities below and above the poverty line.
  • The central government is responsible for the procurement, conservation, transportation and allocation of resources.
  • The state government ensures to establish a network of identification and availability of these ration card holders through cards and shops.
  • The central government buys food grains from farmers at the Minimum Support Price (MSP) and sells it to the states at the central issue price.
  • Commodities like wheat, rice, sugar and kerosene are currently being allocated to the States/UTs for distribution under the Public Distribution System.
  • Some States/UTs also distribute additional items of mass consumption such as pulses, edible oils, iodised salt, spices etc. through ‘Public Distribution System’ outlets.
  • The ‘National Food Security Act, (NFSA) 2013‘ legally entitles 75% of the rural population and 50% of the urban population to receive subsidized food grains under the Targeted Public Distribution System.
