  • Recently 37th Foundation Day of National Crime Records Bureau (NCRB) was celebrated.

National Crime Records Bureau: Today Current Affairs

  • NCRB was established in the year 1986 under the Union Ministry of Home Affairs with the objective to enable the police system to effectively enforce law and order in the Indian Police by providing information technology solutions and criminal secret information.
  • It was established on the basis of the recommendations of the National Police Commission (1977-1981) and the Task Force of the Ministry of Home Affairs (1985).

Today Current Affairs

Work:

  • The Bureau is entrusted with the task of maintaining the National Database of Sexual Offenders (NDSO) and sharing these with the States/UTs on a regular basis.
  • NCRB has also been designated as the central nodal agency for managing the technical and operational functions of the ‘Online Cyber-Crime Reporting Portal’ through which any citizen can file evidence of an offense related to child pornography or rape/gang rape. One can file a complaint by uploading a video clip in the form.
  • The responsibility of implementation of the Inter-operable Criminal Justice System (ICJS) has also been given to NCRB.
  • ICJS is a national platform to enable integration of the core IT systems used for the delivery of criminal justice in the country.
  • It has five pillars of the system viz. Police (Crime and Criminal Tracking and through Network System), e-Forensics for Forensic Lab, e-Courts for Courts, e-Prosecution for Public Prosecutors and e-Prosecution for Prisons. Tries to integrate the prison.
  • Government of India has set a target of Phase II of ICJS (Inter-operable Criminal Justice System) by the year 2026 with an expenditure of about Rs.3,500 crores.

Status of Crime in India: According to the Crime in India Report 2020: The Hindu Analysis

  • Communal riots registered an increase of 96% in the year 2020 as compared to the previous year.
  • There has been a decline in the number of cases registered against women, children and senior citizens in cases of crime, theft, burglary, dacoity among others.
  • In the year 2020, there was an increase of 78.1% in the cases of ‘Environment related offences’ category in the country.
  • The cyber-crime rate (incidents per lakh population) also increased from 3.3% in the year 2019 to 3.7% in 2020.

How can the functioning of NCRB be strengthened? The Hindu Analysis

  • 16,390 police stations in the country have been linked to CCTNS(Crime and Criminal tracing Network System), but many central agencies like Central Bureau of Investigation (CBI), Narcotics Control Bureau (NCB) and National Investigation Agency (NIA) are still not connected to it.
  • All agencies should join CCTNS at the earliest and complete the data cent percent.
  • After completion of Phase 2 of ICJS, it should be made more and more useful by using Artificial Intelligence, Block Chain, Analytical Tools and Fingerprint System.
