The Ministry of Ports, Shipping and Waterways (MoPSW) has secured the second position among 66 ministries in the highly influential Data Governance Quality Index (DGQI) assessment for 2022-2023

What is Data Governance Quality Index?

  • The Data Governance Quality Index (DGQI) survey, conducted by the Development Monitoring and Evaluation Office (DMEO) of NITI Aayog, aims to evaluate the performance of different Ministries/Departments in India regarding the implementation of Central Sector Schemes (CS) and Centrally Sponsored Schemes (CSS). 
  • The objective of the survey is to foster healthy competition among these entities and facilitate cooperative peer learning by sharing best practices.
  • The DGQI survey serves several benefits, including enhancing the implementation framework of government policies, schemes, and programs to effectively achieve their intended goals. 
  • By assessing the performance of Ministries/Departments, the survey helps identify areas for improvement and promotes the adoption of innovative approaches and successful strategies.

The DGQI survey covers six major themes, which are:

  1. Data Generation: Evaluating the processes and mechanisms in place for collecting and generating data related to the implementation of schemes and programs.
  2. Data Quality: Assessing the accuracy, completeness, and reliability of the data generated, ensuring that it meets the required standards.
  3. Use of Technology: Examining the extent to which technology is utilized to enhance data collection, management, analysis, and dissemination processes.
  4. Data Analysis, Use, and Dissemination: Analyzing how effectively data is analyzed, interpreted, and used to inform decision-making, policy formulation, and program implementation. It also assesses how data is shared and disseminated to relevant stakeholders.
  5. Data Security: Addressing the measures in place to ensure the security, confidentiality, and integrity of data collected and managed by Ministries/Departments.
  6. HR Capacity and Case Studies: Evaluating the human resource capacity within Ministries/Departments to effectively manage and utilize data. It also includes the identification and documentation of case studies that highlight successful data governance practices.
